Director of Government Relations

Job Description

Job Title: Director of Government Relations. Location: Remote (United States)

This senior role acts as both a strategic advisor and an execution leader, shaping public policy that aligns with D-Wave’s business goals and long-term mission; You will represent the company externally while working closely with internal teams to advance government advocacy and policy initiatives across the United States.

Duties:

  • Develop and execute U.S. government relations and public policy strategies aligned with D-Wave’s business priorities.
  • Advocate for policies that support research funding, quantum technology adoption, and innovation at federal, state, and local levels.
  • Build and maintain strong relationships with policymakers, regulators, trade associations, NGOs, and industry partners;
  • Monitor legislative and regulatory developments and advise senior leadership on risks, opportunities, and policy trends.
  • Collaborate with Legal, Business Development, and Public Affairs teams to align messaging and policy positions;
  • Lead engagement with economic development organizations on incentives, grants, site selection, and permitting efforts.
  • Translate complex policy and technology topics into clear communication for technical and non-technical audiences.
  • Represent D-Wave as a trusted external voice in government and industry forums.

Qualifications:

  • 15+ years of experience in U.S. federal and or state government relations, including corporate experience.
  • Deep understanding of government operations, advocacy, and procurement processes;
  • Proven experience in economic development, including grants, incentives, and public-private partnerships.
  • Strong record of building trusted relationships with government and external stakeholders.
  • Expertise in strategic planning, policy analysis, and multi-level advocacy.
  • Executive-level communication, negotiation, and leadership skills;
  • Ability to work effectively in a remote, fast-paced, and highly collaborative environment.
  • Strong analytical skills with the ability to explain complex technology topics to non-technical audiences.
  • Familiarity with quantum computing, AI or high-performance computing is preferred.
  • Experience in a technology or publicly traded company is a plus.

  • Salary range: $175,000–$325,000 USD per year.
