Design & Construction Manager – Data Centers

Job Description

Job Title: Design & Construction Program Manager – Data Centers.  Location: Poughkeepsie, Armonk, Yorktown Heights, New York, United States

This role owns end-to-end governance of complex construction programs, aligning multiple vendors and internal teams to deliver projects on time, on budget, and to strict technical standards; You will play a key role in enabling IBM’s long-term quantum infrastructure roadmap.

Duties:

  • Lead and govern all design and construction activities across contractors, architects, engineers, and consultants.
  • Enforce IBM’s Integrated Delivery Framework and design review stages (SD, DD, CD).
  • Develop scopes of work, prepare and issue RFPs, evaluate bids, and recommend vendor awards;
  • Manage master schedules, critical paths, and commissioning readiness for data center facilities.
  • Own and maintain the program risk register, addressing cost, schedule, and technical risks early.
  • Oversee change orders, contract compliance, and accurate financial reporting.
  • Validate design deliverables for Tier III+/IV data center standards.
  • Ensure commissioning protocols meet IBM requirements from Level 1 through Level 5 and IST.
  • Act as the primary link between executive leadership, internal teams, and external partners.
  • Deliver executive dashboards, weekly status reports, and project performance updates;
  • Drive value engineering efforts and adopt new construction and delivery innovations.
  • Ensure compliance with IBM Workplace standards and LEED/WELL requirements.

Qualifications:

  • Bachelor’s degree in Engineering, Construction Management, or a related field.
  • 10+ years of construction program management experience, including at least 5 years in data center or mission-critical facilities.
  • Proven experience delivering out-of-the-ground data center construction projects;
  • Strong knowledge of electrical and mechanical systems, commissioning processes, and hyperscale design.
  • Advanced skills in scheduling, cost forecasting, and program-level risk management.
  • Ability to lead cross-functional teams and communicate clearly with executive and technical stakeholders.
  • PMP certification strongly preferred.
  • Master’s degree is a plus.
